La región fronteriza de México y los Estados Unidos com-
parte los mercados y la cultura. Sin embargo, compartir
mercados tales como los servicios de salud tiene
implicaciones tanto positivas como negativas. Por una parte,
los problemas de salud fronterizos pueden verse empeo-
rados debido a una versión “dual” de la tragedia de los
puntos en común: la visión generalizada de que asignar
recursos públicos a uno de los lados de la frontera es sim-
plemente una invitación a mayores problemas del otro lado.
Por otra parte, la frontera tiene ventajas en lo que respec-
ta al acceso a los servicios de salud. Los residentes de
Estados Unidos que utilizan los servicios mexicanos pue-
den disfrutar de atención médica muy económica utilizan-
do los servicios mexicanos. Los residentes fronterizos en
el lado mexicano pueden disfrutar más rápidamente de la
transferencia de tecnología en salud que en otras partes
de México.
El cruce de la frontera en busca de servicios de salud es
bien conocido, lo que indica que para determinados tipos
de atención a la salud las personas prefieren utilizar a los
proveedores del otro país (Warner, 1991). Sin embargo,
las razones del cruce no han sido investigadas dentro del
marco de la demanda de atención a la salud. En esta nota
se utiliza una encuesta de salud efectuada en el VBRG
con el objeto de estimar la función de la demanda
transfronteriza de la atención a la salud mexicana por par-
te de residentes en los Estados Unidos. El trabajo es de

The border region of Mexico and the United States share
markets and culture. However, sharing markets such as
health care has both positive and negative implications.
On one hand, border health care problems may be
exacerbated due to a «dual» version of the tragedy of the
commons: the commonly held view that putting public
resources into one side of the border merely invites more
problems from the other side. On the other hand, there
are advantages of the border for health access. US
residents who use Mexican services may enjoy very
inexpensive care through use of Mexican services. Border
residents on the Mexican side may enjoy faster health
technology transfer than in other parts of Mexico.
Border-crossing for health care is well-known, indicating
that for certain types of health care, people prefer to use
providers from the other country (Warner, 1991). However,
the reasons for the crossing have not been explored in a
health care demand framework. In this note, a health
survey in the LRGV is used to estimate a border-crossing
demand function for Mexican health care by residents of
the United States. The work is exploratory in nature: the
next panel wave will address the shortcomings of this
survey as they pertain to this research. The demand for
doctor’s services, pharmaceuticals, and dental services are
explored. It is found that insurance status is a major
indicator of using Mexican services.1
