I. Introducción
El liberalismo de los siglos
XVIII
y, particularmente
del
XIX
, cuando tuvo lugar la i
nd
ustrialización de
los países de Europa, ocasionó severas condiciones
de trabajo. Por su parte, los gobiernos consideraban que
su papel consistía, ante todo, en garantizar la libertad de
la industria y del comercio. En ese contexto, los trabajado-
res (artesanos y comerciantes) se agruparon en gremios y
corporaciones a fin de protegerse de las condiciones de
trabajo y de vida. Los lugares de trabajo en las zonas urba-
nas y rurales, las jornadas largas y agotadoras, además de
la miseria e injusticia en que vivían los trabajadores y sus
familias originaron paulatinamente, en muchos lugares, el
estallido de rebeliones o motines con el fin de exigir mejores
condiciones de trabajo, que eran reprimidos con dureza. Así
nació, después de décadas de lucha, el sindicalismo.
I. Introduction
Liberalism during the 18th and 19th cen-
turies —at the time of industrialization in
Europe—, brought about severe working con-
ditions. Governments, considered their role mainly
to be that of guaranteeing free trade and industry. In
this context, workers (artisans and traders) gathered
in unions and corporations that would protect them
from diff‌i cult working and living conditions. Work-
places in urban and rural areas, long and extenuating
working days, in addition to the misery and injus-
tice that prevailed in the lives of workers and their
families, slowly caused the outbreak of rebellions or
mutinies that demanded better working conditions,
but which were harshly suppressed. After decades of
struggle, trade unionism was f‌i nally born.

Con el paso del tiempo, y siempre en búsqueda de
alcanzar una justicia social, se crean los seguros sociales,
con carácter obligatorio y sin fines de lucro, con la finalidad
de proteger a los trabajadores de los diferentes siniestros
que se producen de la exposición al riesgo (enfermedad,
accidente de trabajo, invalidez o vejez). En sus inicios, esta
institución apenas se distinguía en su esencia de la función
tradicional de la asistencia social, puesto que se destinaba
esencialmente a aliviar el exceso de miseria de los grupos
más desfavorecidos

En 1919, año en que se crea la Organización Internacio-
nal del Trabajo (
OIT
), representa el comienzo de una fase
importante en la evolución de los seguros sociales y el sur-
gimiento de una nueva institución denominada seguridad
social. Si bien la fase anterior, que comenzó con la creación
del seguro de enfermedad en Alemania, en 1883 se había
caracterizado por un movimiento de aplicación prudente
y de expansión lenta, sobre todo en los países del centro y
del norte de Europa, así como en Gran Bretaña, el periodo
transcurrido entre las dos guerras mundiales se caracteri-
zó por un desarrollo rápido de los diversos regímenes de
seguros sociales en la mayor parte de los países europeos
y en algunos países de América, gracias al aliciente que
ofrecía un modelo muy conveniente, al parecer, para la
protección social de los trabajadores asalariados del sector
industrial y de los sectores afines. La contribución de la
OIT
será fundamental para ello

El presente artículo no pretende dar a conocer los antece-
dentes, la creación y el funcionamiento de la
OIT
, ya de suyo
ampliamente conocido a través de ediciones de la propia
Organización, así como por múltiples textos relacionados
con la cooperación y el Derecho Internacional. Por ello,
solamente se hará una breve descripción histórica.
En realidad es un reconocimiento que el Centro Intera-
mericano de Estudios de Seguridad Social (
CIESS
), órgano
de docencia, capacitación e investigación de la Conferencia
Interamericana de Seguridad Social (
CISS
), brinda a la
OIT
por la importante labor que ha desempeñado desde su
creación en el desarrollo de la seguridad social mundial
y, de igual forma, como testimonio de haber sido la orga-
nización precursora en la creación de la
CISS
y del
CIESS
,
llevando a cabo desde un inicio un importante programa de
cooperación hacia estas organizaciones de carácter regional
americano, como se verá más adelante.
In time, and responding to the search for social
justice, social securities were created, based on a
mandatory and non-prof‌i t nature, with the aim of
protecting workers from different accidents caused
by exposure to risks (illness, work-related accidents,
disability or old age). Since its creation, this institu-
tion barely distinguished itself from the traditional
form of social assistance, as it was basically destined
to alleviate excessive misery amongst less-favored
groups

.
The year 1919, when the International Labor Or-
ganization (
ILO
) was created, marked the beginning
of an important stage in the evolution of social se-
curity and the emergence of a new institution called
social security. If the former stage, which began with
the creation of an insurance for illness in Germany,
1833, had been def‌i ned by a movement of cautious
application and slow expansion, especially in central
and northern Europe, as well as, in Great Britain, the
period elapsed between the two World Wars was
distinguished by the fast development of several
social security regimes in most European countries
and others in the Americas, due mainly to the motiva-
tion represented by a convenient model for the social
protection employees at industries and other similar
sectors.

contribution would be fundamental
for this

This article does not intend to address the back-
ground, creation and operation of
ILO
, issues that
have been widely addressed by this organization’s
publications, as well as, by several texts related to
cooperation and International Law. Thus, only a brief
historic description will be made.
It is rather an act of recognition on behalf of the
Inter-American Center for Social Security Studies
(
CIESS
), as a teaching, training and research organ
of the Inter-American Conference on Social Security
(
CISS
), to
ILO
, for the important work that has been
conducted since its creation in the development of
global social security, and also, as a testimony for
having been the pioneer organization for the cre-
ation of
CISS
and
CIESS
, undertaking and important
cooperation program with these organizations in the
Americas, as will be addressed later on.
