Resumen:
El hombre –lo más maravilloso del Universo, pero al
mismo tiempo lo más frágil que existe– sería la caña de
que habla Pascal, pero caña pensante. Este ser humano
ambivalente ha de vivir en sociedad expuesto a todos los
vaivenes de la vida, causados por sus propias limitacio-
nes, con mayor o menor trascendencia para su existencia.
Existencia marcada por un cúmulo de relaciones entre las
que, a nivel socio-político, sobresale la de ser ciudadano
frente al Estado, ser gobernado frente al gobernante. Si-
tuación en la que muchas veces se encuentra desvalido e
indefenso y, por lo mismo, busca protección; ante lo cual,
sin embargo, lo que encuentra es fuerza con violencia,
abuso de poder y un Estado carente de autoridad para ha-
cer valer aquello que es tan suyo: los derechos humanos.

Abstract:
Human being, the most marvelous thing in the universe
which at the same time is the most fragile that exists:
this would be the reed which Pascal talks about, the
thinking reed. This ambivalent human being must live
in a society exposed to all the fluctuations and vicissitu-
des of life, those that are caused by human limitations,
and that have greater or less relevance to its existence.
This is an existence branded by an accumulation of re-
lations that -at a socio-political level- go beyond being a
citizen of the State, and also being ruled by the ruling.
This is a situation in which many times human being
finds itself impotent and defenseless: while at the same
time seeks protection, but only find strength with vio-
lence, abuse of power and a State unable to validate and
guarantee what belongs to it: human rights.
