Resumen: Los avances en la política ambiental y en la gestión ambiental en las empresas del
sector empresarial han permitido articular estrategias de conservación y aprovechamiento de los
recursos naturales y del ambiente como paradigma del desarrollo sostenible ante los embates del
cambio climático. Avances inclusivos al desarrollo normativo desde el texto constitucional hasta las
materias administrativa ambiental para su protección, donde se establecen derechos ambientales y
la participación ciudadana a partir de su reconocimiento en los conclaves internacionales. Se
ejecuta el análisis y caracterización de la auditoría ambiental entre los instrumentos de mercado
dentro de la formula estimulación/recompensa, vinculados al control público ambiental ejecutado
por la Entidad Fiscalizadora Superior, a partir de su génesis, definición, desarrollo y evolución
desde el siglo XX al XXI dentro cuerpo del artículo en relación con los problemas ambientales.

Abstrac: The advances in the environmental policy and in the environmental step at the companies
of the business sector have allowed articulating strategies of conservation and use of the natural
resources of the environment like paradigm and of the sustainable development in front of the
onslaughts of the climatic change. Inclusive advances to the normative development from the
constitutional text to the administrative environmental matters for his protection, where
environmental rights and the civic participation as from his recognition in the international conclaves
become established . Stimulation executes the analysis and characterization of the environmental
auditing between the instruments of market within the formula itself reward, linked to the public
environmental control executed by the Supervising Superior Entity, as from his genesis, definition,
development and evolution from the century XX to the XXI inside body of the article relating to the
environmental problems.
